Vice President Engineering and Projects / Executive Director

Angelique Sands was educated at Purdue University — West Lafayette, IN, USA, where she graduated with a Bachelor’s degree in Mechanical Engineering.

Ms. Sands has been a seasoned practicing Engineer, with broad and extensive management experience in the oil and gas project business with EPC firms, owners and construction companies. She served in senior leadership positions for Air Liquide E&C, Shaw E&C and IHI, and was Vice President of Rigby Refining, a venture capital financed start-up, focused on developing a proprietary technology in the refinery sector to meet 2020 IMO standards for Marine Fuel Oil. Some of her career highlights include:

• Acknowledged for excellent skills in positioning and negotiating organisations for new project work and for successfully executing projects to bring them in under budget and on schedule.
• Successfully built organisations that can execute both small (standard projects under $50 million) and large, mega projects ($200 million to $3 billion).
• Recognised for aggressive schedule management of projects and implementing strategies and systems that improve performance and cut costs.
• Possesses great leadership skills in selection, coaching and team building, which encourage motivation and performance of employees to achieve positive objectives.

Ms. Sands worked as Project Director, then later Vice President for Air Liquide Houston from 2009 to 2013. She has been responsible for the engineering and procurement for the Dominion’s Cove Point LNG terminal — a $3.8 million project converting an LNG receiving terminal into an export and import facility. The project was executed by a joint venture between IHI and Kiewit, with the former being responsible for engineering and procurement, where Ms. Sands was brought into the team to improve the quality and schedule performance of engineering and procurement.
